Communique from the National Consultative Council Meeting in Mogadishu: A Step Forward for Somalia’s Future

Mogadishu, May 14, 2024 – The National Consultative Council (NCC) convened in Mogadishu to discuss key issues affecting the nation’s progress and security. Chaired by President Hassan Sheikh Mohamud and attended by federal and Federal Member State (FMS) leaders, the meeting focused on intensifying liberation operations against terror groups and finalizing the Constitution.

 

The NCC meeting, which took place over two days, aimed to strengthen the country’s efforts to combat terrorism, particularly against the notorious al-Shabaab. The leaders agreed on the need to accelerate military operations and enhance coordination among the federal and regional security forces to ensure a decisive victory against the extremist group.

In addition to security concerns, the NCC also discussed the ongoing constitutional review process. The leaders recognized the importance of finalizing the Constitution to provide a solid foundation for governance and the rule of law in Somalia. They agreed to establish a committee comprising legal experts and representatives from the federal and FMS governments to oversee the completion of the constitutional review process.

Another significant outcome of the meeting was the decision to establish a presidential system in Somalia. The leaders endorsed a two-party system and the adoption of a one-person-one-vote electoral system throughout the country. This move aims to streamline the political landscape and ensure a more efficient and transparent electoral process.

Furthermore, the NCC agreed on the importance of aligning federal member states’ terms of office and conducting local council elections. This step is expected to promote stability and strengthen governance at the regional level.

The leaders also discussed the situation in Laascaanood, a disputed area between Puntland and the self-proclaimed region of Somaliland. The NCC expressed concern over the ongoing conflict and its impact on the security and stability of Somalia. They called for all parties involved to engage in dialogue and seek a peaceful resolution to the dispute.
