Jubaland Rejects Somalia’s National ID Amid Political Rift With FGS

Kismayo, Somalia — The Jubaland Ministry of Interior has officially announced that it will not cooperate with the National Identification and Registration Authority (NIRA), the federal body tasked with issuing Somalia’s National Identification Cards.

 

In a formal press release, the Ministry made it clear that the Jubaland rejects the legitimacy of NIRA’s ID system within its territory. According to the statement, there is no legal framework or official legislation that authorizes the issuance or enforcement of the National ID cards under Somalia’s federal system, especially in Jubaland.

“The Jubaland Administration does not acknowledge the so-called National Identity Card,” the statement reads. “There is no legal basis or parliamentary approval for the implementation of this system in our jurisdiction.”

The Ministry also warned the public against participating in any activities related to the registration or issuance of the ID cards, stating such actions would be considered in violation of regional laws. Citizens were urged to comply strictly with the legal structures established by the Jubaland government.

This move mirrors a similar decision made earlier by the Puntland administration, making Jubaland the second federal member state to ban NIRA from operating within its borders. The decision underscores deepening political tensions between some regional states and the Federal Government of Somalia, particularly around issues of authority, governance, and decentralization.

The rejection of the National ID system highlights broader concerns among regional states about the concentration of federal power and the lack of inclusive consultation on national policies affecting all member states.

As the standoff continues, questions remain over how the federal government will respond and what impact this growing divide may have on the rollout of national initiatives, including elections, security coordination, and public service delivery.
