MOGADISHU — Somalia’s Ministry of Finance has concluded a 14-day intensive training workshop designed to reform state financial management by shifting public sector budgeting toward a program-based framework.
The workshop, delivered by Ministry of Finance experts to officials representing various government institutions, trained personnel on preparing and executing operational budgets categorized by service delivery, strategic objectives, and measurable outcomes rather than traditional line-item spending.
The structural transition replaces Somalia’s previous line-item budgeting model, which had been utilized by the federal government for nearly 15 years. Under the traditional framework, expenditure was classified strictly by procurement types and operational operational inputs, such as civil service salaries, goods purchased, and capital investments.
Ministry officials noted that the shift forms a critical part of the nation’s broader financial management reforms aimed at improving fiscal transparency, accountability, and resource allocation efficiency across state bodies.
The closing ceremony was officially presided over by the Director General of the Ministry of Finance, Dr. Suleiman Sheikh Umar, accompanied by the Director of the Budget Department, Ahmed Abdi Adan (Iraad).
